Distinguished Advocate Fernando Laguarda Joins HWG
WASHINGTON, DC – May 22, 2019 – Harris, Wiltshire & Grannis is pleased to announce that former partner Fernando Laguarda, Faculty Director of the Program on Law and Government at American University Washington College of Law, has rejoined the firm as Of Counsel. He will continue in his current position at American University.

Professor Laguarda has helped telecommunications and media companies address complex policy and regulatory issues for more than two decades. Prior to entering academia, Laguarda served as Vice President, External Affairs and Policy Counselor for Time Warner Cable, where he helped the company develop and advance its policy positions, focusing on consumer protection, competition issues, intellectual property and telecommunications regulation.
Prior to Time Warner Cable, Laguarda was a partner at HWG and at Mintz Levin. In private practice, he led coalitions and advised a wide range of communications, media, and technology clients in proceedings before trial and appellate courts and regulatory agencies, including the FCC.
Professor Laguarda has lectured extensively on legislation, public law and regulation, and antitrust, with a focus on regulated industries. He is currently Chair of TPRC, a leading research conference on internet, telecommunications and technology and a Director of the Future of Privacy Forum. He previously served as an appointed member of the Federal Communications Commission’s Consumer Advisory Committee, as General Counsel and then as Board Chair of the National Network to End Domestic Violence, and as a member of numerous non-profit boards.
Professor Laguarda earned an A.B. in Government from Harvard University and a J.D. from the Georgetown University Law Center.
