New Partner to Expand the Firm’s Energy Practice

WASHINGTON, DC – January 3, 2017 – Harris, Wiltshire & Grannis LLP announced today that Sam Walsh, until recently the Deputy General Counsel for Energy Policy at the U.S. Department of Energy (DOE), has joined the firm as a partner. At DOE Mr. Walsh confronted some of the Nation’s greatest challenges in the energy sector and, with Scott Blake Harris, Chairman of the firm and former General Counsel of DOE, will deepen the firm’s rapidly expanding energy practice.

“Sam is one of the leading practitioners in the field of energy law and policy, and has skillfully advised the Department of Energy in a challenging legal and political landscape,” said Mr. Harris. “We look forward to making Sam’s knowledge available to our clients.”

During his tenure at DOE, Mr. Walsh was responsible for legal matters relating to the Department’s electric, fossil energy, and civilian nuclear programs. In that role, Mr. Walsh oversaw the legal side of the Department’s authority over exports of liquefied natural gas (LNG) and developed vast experience with electric transmission development, carbon capture and sequestration projects, spent nuclear fuel, energy efficiency, and climate programs. Prior to his DOE tenure, Mr. Walsh was a member of the energy group at Hogan Lovells LLP in Washington, D.C.

Mr. Walsh received his law degree magna cum laude from Harvard University, where he served as Articles Chair of the Harvard Law Review. He received his M.P.A. from the Kennedy School of Government and received his B.A., magna cum laude, from Yale University.  He clerked for the Honorable David S. Tatel of the U.S. Court of Appeals for the D.C. Circuit.
