Jennifer P. Bagg

Jennifer Bagg is a partner at HWG, where she advises clients on a variety of regulatory and transactional matters. Her clients include communications and technology companies in the common carrier, VoIP, wireless, and broadband sectors. She advises clients on matters involving the Federal Communications Commission, state public utility commissions, Congress, the Administration, and the courts. Jennifer has extensive experience advising clients on issues such as universal service contributions and distributions, intercarrier compensation, CALEA, E911, and net neutrality. She also represents clients on privacy-related matters, including TCPA compliance and defense, and has substantial experience in transactional matters, including start-up issues, mergers and acquisitions, regulatory approvals, and commercial contract negotiations.
Prior to joining HWG, Jennifer was a partner at a Washington, D.C. telecommunications boutique law firm. She took a hiatus from private practice to work in house at a London-based, multinational telecommunications company. During her tenure as in-house counsel, she served as a commercial legal advisor supporting UK-based sales, product, procurement, and operations teams. She later oversaw the company’s pan-European local legal teams and off-shore offices, and advised on large, corporate-wide transactions.
Jennifer graduated from the University of Colorado and the Catholic University of America, Columbus School of Law, where she obtained a certificate from the Institute for Communications Law Studies. During law school, she served as Senior Lead Articles Editor for the CommLaw Conspectus and was a member of the National Telecommunications Moot Court team. Jennifer also worked at the FCC for Commissioner Michael J. Copps and in the Media Bureau.
